A Skill is senior-counsel judgment written down: the clause-by-clause checklist, the fallback positions, the severity rubric, the discipline to quote the contract verbatim and mark anything unverifiable as UNVERIFIED instead of guessing. A Knowledge Base is the authority behind it: consolidated official texts (GDPR, EU AI Act, the Lanham Act, MiCA and more), each with a provenance manifest recording source URL, version, download date and checksum, so every citation traces to the official publisher, never to the model's memory.
